Emphasis on safety in the design, construction, and operation of direct-fired heaters has steadily increased in the last decade. Refining and petrochemical companies in various countries and jurisdictions have seen the introduction of legislation and other requirements to uphold and increase safety standards. Historically, heater designs and quality standards have followed API 560. For most operating companies, this standard is now mandatory and is used as a baseline, with individual companies adding their own requirements.
However, while recent legislation seeks to actively enforce the application of existing codes, and some detailed and prescriptive guidelines have existed for years, the rate and degree of the adoption of formal codes and safety systems varies significantly within the industry. Most operating companies have their own standard, which may still vary from one facility to another; it is not unusual for adjacent heaters built two years apart to have a different burner management system design—for the simple reason that two different contractors built them.
Recently, the evolution of burner management systems has accelerated. This corresponds to heightened awareness of a lack of standards across the industry, increased attention from regulators and governmental agencies, and justified concern about lawsuits relating to accidents where applicable codes and guidelines have not been rigorously enforced.
